In order to escape slavery, indebted people would even flee Athens to other Greek city-states and foreign countries.

As more and more poor peasants fell into debt and slavery, their hatred of the nobility grew. The poor and landless demanded that vast tracts of land be divided and redistributed. A civil war and the rise of another tyrant threatened the peace of Athens. Solon's top priority was obtaining debt relief for the poor, which he called "burden relief." Solon canceled all debts by his decree. What that actually meant is debatable. However, most historians agree that Solon regained land that poor peasants had lost to aristocratic creditors.

Solon also freed the guilty from slavery and forbade them from offering their own bodies or those of family members as security for loans or rent.  However, he confiscated the nobles' vast estates and refused to redistribute their lands to the poor.

Solon then turned to reforming the Athenian government. He believed there was "correct order" in the city government. First, he reorganized the Athenians into his four new classes based on wealth. Only noble birth was the basis of the old nobility. According to Solon's plan, only members of the two wealthiest classes could become Archons or Magistrates. However, for the first time, he made all Athenian citizens, including the poor, eligible to participate in parliament.
